Methodology

Numbers of Fixed Penalty Notices issued by the police forces were obtained from official government sources in England & Wales, Scotland, and Northern Ireland for the financial year 2016/17. Number of drivers was taken as the number of active driving licences registered within the respective police force areas. Data from City of London Police and Metropolitan Police forces has been merged to represent the entirety of London for the purposes of the analysis. Scotland was taken as singular police area for the purposes of this analysis, despite having local police forces. Data and sources can be found here.
