Why was the first number to be issued the number 51?

The new AGE IDENTIFIERS coincide with the two annual releases and the year of issue. The 'September' issue is the higher range of numbers above 50 and the 'March' issue uses the lower range commencing with 02. Subsequently 04 (0 = 'Early' 4 = 'Fourth Year') clearly indicate March 2004.
