Fingers Crossed for New Number Plates Bill
A new bill affecting personalised number plates is well on its way to becoming law. The Vehicle Registration Marks Bill, which passed its Second Reading in Parliament in late March will now go to the Committee stage.The Bill aims to eliminate a problematic aspect of current number plates transfer rules. Currently, if a cherished registration is sold and transferred to a retention certificate, the number technically remains the property of the registered keeper, even though the purchaser has paid the asking price. It is only upon transfer to a vehicle that the entitlement is firmly transferred to the buyer. This has left the way open for unscrupulous individuals to effectively con would-be purchasers.
The new Bill was presented to Parliament by Richard Ottaway, the Conservative member for Croydon South, after he was lobbied on the subject by a team from the CNDA (Cherished Numbers Dealers Association), the industry body to which Regtransfers belongs. It enjoys wide support from government and opposition MPs as well as from the DVLA and independent dealers.
